There is not a great way to pull up the location in a map program, so I'll give you my best shot at giving you some directions.

Locate Buck Creek State Park (also known as our reservoir) to the northeast of town.  The dog park, relative to the reservoir, is directly southwest.  Now, find the intersection between Home Road and Route 4 (Mechanicsburg Road).  At this intersection, continue east toward the reservoir (Home Road turns into Croft Road at this point).  To the right, you'll notice some fingerlakes with birds and there are usually children playing and fisherman fishing in the lakes.  It is called Reid Park.  There are parking entrances on either side of Reid Park.  Immediately after the second parking entrance will be a brown wood sign for Beaver Lake and Wiggley Field - turn here (right) and follow the road around.  It will go to the end of the finger lakes, then curve around to the left.  On the left hand side will be the tennis courts and after that on the right will be a pavilion.  The dog park is in the field to the right beyond the pavilion.  (Beaver Lake is just past all this where the road dead-ends.  Pumphouse Road is blocked and no longer goes all the way through to Columbus Ave.)

The pavilion has overhead shelter, but not restrooms.  The closest restrooms, when they're open, are in the bottom of the spectator stand building near the tennis courts.  It is a great idea to use a restroom before you get to the area (there is a gas station on Home Road between Derr Road and Route 4). 

I took the Yahoo map and added a few of my own touches.  Please forgive the inaccuracies, but it will get you close.  Another thing to know is that the entrance to Beaver Lake is a one-way entrance.  On the way back out, you'll be hitting a V and have to veer to the left and come out near one of the parking areas for Reid Park.
